- MAKE CRUST: Combine 1 cup flour and 1/2 tsp baking powder, and then cut in butter with pastry blender until mixture resembles coarse crumbs.
- Mix in 1/4 cup icing sugar and 1 tbsp orange peel.
- Press mixture into an 8 inch square pan.
- Bake crust at 350 F for 7 minutes.
- FOR FILLING: As soon as you take the crust out of the oven, sprinkle chocolate chips evenly over it.
- Let chocolate chips melt and then spread the melted chocolate over the crust.
- (If the chocolate chips aren't melting, return pan to oven for a few minutes.) MAKE TOPPING: Combine remaining ingredients (except icing sugar for garnish).
- Mix well.
- Pour topping over chocolate in pan.
- Bake at 350 F until top is lightly browned, about 25 minutes.
- When cool, dust with icing sugar and then cut into squares.
