Instructions

  1. Brown meat.
  2. Add all but cheese.
  3. Simmer 10 minutes, stirring occasionally.
  4. In a small bowl, beat the milk, oil and eggs for 1 minute on medium speed.
  5. Add flour and salt, beat 2 minutes more on medium speed until smooth.
  6. Pour hot meat mixture into a 13x9 inch pan.
  7. Place cheese on top.
  8. Pour batter over cheese, covering filling completely.
  9. Sprinkle with Parmesan cheese.
  10. Bake 25-30 minutes at 400 degrees.
  11. Serve immediately.
