Instructions

  1. In large pot, brown ground beef.
  2. Drain fat.
  3. Add tomato juice, onions, potatoes, carrots and salt.
  4. Cover and simmer until vegetables are tender (about 20 minutes).
  5. In a saucepan, melt butter.
  6. Stir in flour.
  7. Add milk slowly, stirring with a whisk.
  8. Cook, stirring constantly, until sauce thickens.
  9. Stir white sauce into first mixture.
  10. Serve.
